THE NOBLE SHAIKH & SCHOLAR OF KUWAIT ANSWERS:
DO SALAFI PUBLICATIONS HAVE HIZBIYYAH?
QUESTION:
O Noble Shaykh! May Allaah preserve you. What do you advise those who establish attacks upon this Masjid, Masjid As-Salafi [Salafi Publications], accusing it of hizbiyyah or that it is hizbee or that they are pseudo-Salafis or new-age Salafis? May Allaah reward you with good.
ANSWER:
I begin with the name of Allaah and all praise is for Allaah – I say that this attack or criticism, just as I said a little while ago, ‘Establish the throne then debate!’ So you say that this Masjid [of Salafi Publications] has hizbiyyah – where’s the evidence?! What is this hizbiyyah?
Hizbiyyah is that they make walaa’ (allegiances) meaning al-walaa’ (allegiance) and al-baraa’ (enmity) utilizing or upon other than the obedience to Allaah, the Mighty and Majestic, or upon other than the Book of Allaah or other than Allaah or upon other than His Messenger or His Book – meaning that they have a person, if he was to say, ‘It is night’, they would say, ‘Night’. And if he was to say, ‘Day’, they would say, ‘Day!’ – regardless of if the matter opposed the speech of Allaah, and if this is present, then it is hizbiyyah – i.e. that their affairs in that which oppose the speech of Allaah and the Messenger (salallaahu ‘alaihi wassallam) and they are obeyed in that, then that is hizbiyyah. If that is the case, then inform us! And then I will not pray here (the Shaikh laughs)!
The evidence [therefore] is necessary,
“O you who believe! If a wicked person comes to you with news, then verify it’s correctness.”
(Sooratul-Hujaraat)
It is NOT correct, my brothers, that accusations are made against people, haphazard, random accusations – these are not from the characteristics of the people of Imaan. So no doubt, there has to be verification and ascertaining the correctness of claims.
So if he says [there is] hizbiyyah, say to him, ‘Come! Where is the evidence that they have hizbiyyah?’ Do they have obedience [to an appointed leader], do they have the bai’ah (the pledge of allegiance to their appointed leader) upon allegiance and enmity? Do they have hearing and obeying in other than the Book of Allaah or upon other than the Sunnah of the Messenger of Allaah? If they do, then this is hizbiyyah – hearing and obeying even if it opposes the Book of Allaah and the Sunnah of His Messenger, even if it opposes the Madhhab of the Salaf?
So they do not have hizbiyyah, they do not have hizbiyyah and neither are they pseudo or new-age Salafis, and all praise is for Allaah!
As for the ancient Salafiyyah of old, then it is known and written down. So if they have [at al-Maktabatus-Salafiyyah] anything new that opposes the [Salafiyyah of] old, then show us [and tell us saying:] ‘Here is point one, two, three etc.’ and say, ‘this opposes the [Salafiyyah of] old’ – So that is the meaning of new-age pseudo Salafiyyah (Salafiyyah Jadeedah). And here I say to you, for example, so and so from the people, ‘Abdur-Rahmaan Abdul-Khaaliq. Yes, he has this new-age, pseudo Salafiyyah – he himself said: ‘The Salafiyyah of taqleed, blind-following of old, wages war upon the [worship] of graves and the New Salafiyyah makes war upon the Palaces [of the Kings]’. He is one who said it! He says that there is a Salafiyyah of old and a Salafiyyah which is new, that wages war upon what? Wages war upon the Palaces and wages war upon the Rulers! He himself said it upon his own tongue in his own book! He wrote it in a booklet.
And all praise is for Allaah. So also these people [at Al-Maktabatus-Salafiyyah] do they have something new that opposes that which is old? And that which is old [from the Salafi manhaj and ‘aqeedah] is written and known, everything, and nothing is hidden! So establish for us that which they have which is new that opposes the old [Salafi way] that we know of, then we will say, ‘As-salaamu ‘alaikum’!
Then I advise [the one who makes these accusations and attacks] – Safe from you are the Ahlul-Bid’ah wal-Ahwaa, and the Shee’ah, and the Raafidhah in this land and the Kuffaar! – And you found no one else to attack except your brothers, the Salafiyeen?!

WHO IS ASH-SHAIKH FALAAH IBN ISMAA’EEL AL-MUNDIKAAR
The Noble Shaykh, may Allaah preserve him, started upon his sitting and taking from the ‘Ulamah at the age of 15. He graduated from the Islamic University of Madeenah at a time when the great ‘Ulamah were teaching there. He attained under them his degree and then his Masters and then completed his Doctorate. His PhD thesis was entitled: “The Connection Between Soofism and Shee’ism” – and he received the highest accolade for that.
He took from those ‘Ulamah the knowledge of: ‘Aqeedah, Fiqh, Usoolul-fiqh, Qawaa’idul-Fiqhiyyah, Arabic Grammar, Sarf, Balaaghah, Hadeeth, the Sciences of Hadeeth and Tajweed.

And if you do not come with evidences that show the reasons for this Jarh (disparaging criticism), then the people will see that you have oppressed them, and have transgressed against them, and have attacked them in their Religion without any due right..” |

AN EXPOSITION OF THE FALSIFICATIONS, LIES, DISTORTIONS AND TREACHERY OF FAWZEE AL-BAHRAINI WHO IS FALSELY DESCRIBED AS FAWZEE AL-ATHAREE | PART 1

Attached is Part 1 (in Arabic) of a series of five refuatations compiled by Shaikh Rabee’ ibn Haadee Al-Madkhalee against the lies and deceptions of Fawzee al-Bahraini (who calls himself Fawzee al-Atharee). Fawzee al-Bahraini for the last two years or so has been waging a hate-campaign against the Scholars of Madinah, Makkah and others. His has used foul and evil speech against the likes of Shaikh Rabee’, Shaikh Ubaid al-Jaabiree, Shaikh Ahmad an-Najmee, Shaikh Zaid al-Madkhali (etc.) From the lies he has invented against Shaikh Rabee’ include:
1. That Shaikh Rabee’ and those who support him and aid him are, “.. in reality Khawaarij.. Rawaafidh.. Murji’ah”
2. He falsely accuses Shaikh Rabee’ and his brothers from the ‘ulamah of declaring Ahlus-Sunnah to be innovators, (such as Raafidhah etc.) yet in reality he himself is the one who does this(!!) One can clearly see the instability and confusion in the thoughts and conclusions of Fawzee.
3. He claims falsely that Shaikh Rabee’ is from the Murji’ah. A fundamental trait of the sect known as the Hadaadiyyah (who Shaikh Rabee’ refuted many years ago) is that they accuse those who are free from ‘irjaa as being Murji’ah and therefore as deviated innovators.
4. He claims that it is ‘must’ and a ‘condition’ in the definition of Imaan that one must say, “that Imaan decreases and decreases until nothing remains of it.” Yet, as Shaikh points out, that many, many Imaams of the Salaf did not utilise this term, they would simply say, “It increases and decreases.” And others would simply say, “It is speech and action.” So Fawzee and his colleagues have added a ‘pre-requisite’ and a ‘condition’, claiming that it must be said, otherwise one is a murjiyy!
5. Fawzee and his companions falsely claim that the Imaams of the Salaf used to include the term ‘Jins al-Amal’ into the definition of Eemaan. Yet this terminology was unknown to the early Salaf. Some of the latter day Scholars utilised it, but it not in the manner of the modern-day Haddaadees.
6. Their false claim that whomsoever falls into bid’ah is necessarily an innovator without explanation or detail. The Haddaadis of old used to regard Ibn Hajr and An-Nawawee to be innovators. The modern day Haddaadis declare the scholars of Madinah and Makkah and the Saamitah to be innovators - but worse still, they accuse them falsely without proof!
7. Their raising of Faalih al-Harbee** to the level of the greater Scholars such as Imaam Ibn Uthaimeen (rahimahullaah), even after the proof has been established against Faalih al-Harbi.
Shaikh Rabee’ makes apparent the sinful and apparent lies and accusations against the Scholars that Fawzee al-Bahraini invents. He exposes the fact that he edits out speech and removes the context, and sometimes blatently invents things that do not exist. The Shaikh exposes his ignorance in knowledge and challenges him to show his efforts and authorship in the refutation of the Shi’ah, or the Soofees, etc.
Sufficient is it that we say to Fawzee al-Bahraini the same as what is said to the goat who keeps trying to ram the mountain, “O goat don’t have mercy upon the mountain, have mercy upon your horns!”

** Let not the English reader be deceived by those who claim that, “Maktabah Salafiyyah used to praise Faalih Al-Harbi and Fawzee al-Atharee so therefore they are with them both.” By Allaah this is from the severest of deceptions utilised by those who harbour enmity towards Maktabah Salafiyyah.
Rather what is correct is that Maktabah Salafiyyah praised the two of them whilst the Scholars praised the two of them due to what was known of them at that time of good.
And anyone who has a share in knowledge knows the praises of the scholars for them - just as the Scholars praised Abul-Hasan Al-Ma’rabi before he went astray, and likewise Usaamah al-Qoosee, Muhammad al-Maghraawee, Abdur-Rahmaan Abdul-Khaaliq, Adnaan Ar’oor etc.
So there was a time when they were praised and much good was mentioned regarding them, but when they went astray, these taziyyahs became worthless in the face of their deviations. And this is from the excellence, honour and nobility of the Scholars such as Shaikh Rabee’, Shaikh Ubaid and their brothers from Ahlus-Sunnah - i.e. that the previous praise of a person does not give him the right to innovate, nor does it make him immune from refutation if he goes astray! Rather the tazkiyyah become a proof against him.
But those who thrive upon the ignorance of the people in the West, seek to misguide them with ambiguities and vague statements, half-stories and fables!
From the first moments the Scholars such as Shaikh Rabee’ exposed their errors and deviations upon evidences, Maktabah Salafiyyah followed suite immediately without delay. And that is the case with Ihyaa Turath, Abul-Hasan, Ar’oor, Suhaib Hasan and Faalih al-Harbi.
When Shaikh Rabee’s first public talk was delivered against Faalih al-Harbi, the brothers from the Maktabah were in the house of Shaikh Rabee’. After the talk Shaikh Rabee’ clarified further the evidences and proofs to show the errors of Faalih.
You found from Maktabah Salafiyyah on their websites, articles and sermons, that they explained the errors of Faalih al-Harbi and freed themselves from him just as they did with Abul-Hasan before him. Maktabah Salafiyyah deleted his translated articles and openly rebutted his errors.
Those who concoct these false rumours against Maktabah Salafiyyah are the same individuals who have connections to the Jam’iyyah Ahlel-Hadith (UK), or to QSS (USA), or with connections to Islamic organisations who support Abul-Hasan al-Ma’rabi such as Luton (UK), or the supporters of Jam’iyyah Ihya Turath al-Islami. They advertise and promote (on their mailing lists and websites) the speakers of Ihyaa Turaath and events orgainised by the Jam’iyyah Ahlel-Hadith (UK), and events organised by the supporters of Ma’rabi in Luton and so on. So it suites their agenda and goal to discredit Maktabah Salafiyyah so they can have a free hand thereafter to build up these dubious organisations in the West that misguide the Muslims.

Shaikh Falaah ibn Isma’eel refutes Jam’iyyah Ahlel-Hadith (UK), Jam’iyyah Ihyaa at-Turaath, Abu Usamah Dhahabi and Suhaib Hasan: On the night of Tuesday 16th September 2008 (16th Ramadaan 1429H) Shaikh Falaah Isma’eel responded to the manhaj of the Jamiat Ahlel-Hadith UK, clearly showing and proving in detail why their manhaj is deviated and misguided. He was asked concerning Abu Usamah Dhahabi and his “shaikh” Suhaib Hasan as well as the Jam’iyyah Ahlel-Hadith (UK) as an entity and its manhaj.
The way of the Shaikh Falaah Ibn Ismaa’eel is always to begin by laying down the foundations and showing them clearly as being the path of Ahlus-Sunnah wal-Jamaa’ah, then he shows how the various jama’aat such as the “Jamiat Ahl-e-Hadith UK” and the “Jam’iyyah Ihya Turath al-Islami (Kuwait)” have opposed and comprised and aided in the destruction of these foundations.
He stated that both these organisations are politically driven and have comprised their fundamentals in pursuit of power and politics; they will compromise with the innovators who are the avowed enemies of Salafiyyah in attaining their goals.
He quoted some beautiful points of benefit from Imaam Al-Albaanee showing how these organisations begin upon the Sunnah, then due to their desire to gather people and increase numbers, they begin to compromise their religious beliefs and methodology - they enter into politics and then a veil of silence overcomes them - they are no longer able to speak about the detailed issues or the clear manhaj of Salafiyyah, they are no longer able to refute the people of bid’ah, nor do they enjoin the good and forbid the evil except in generalities; rather they join ahlul-bid’ah, sign pacts and accords with them, join their platforms - they unite upon the lowest common point of agreement and the manhaj and usool are thrown “out of the window” - in this manner they oppose the Sunnah and aid in the destruction of Salafiyyah!
The Shaikh advised them to make tawbah, repent and return to the manhaj of the Sunnah, return to the true path that they have deviated from.
He also mentioned how people attach themselves to certificates and to the fact that they are graduates and therefore qualified to teach, yet the certificate becomes only a means to get their goals. He said he knows people who graduated and then opposed the Sunnah and the usool.
Note: Muhammad al-Maghrawi is a graduate and has been refuted; Safar al-Hawali is graduate, with a PhD; Salman al-Awdah is a graduate; Abdur-Rahman Abdul-Khaliq is a graduate; Suhaib Hasan is a graduate; Yasir Qadhi is graduate; Abu Muslimah is a graduate; Bilal Philips is a graduate; Abu Usamah is a graduate; Tawfique Chowdhury is a graduate and so on - yet their certificate did not protect them from misguidance and innovation. The education is a trust that they violated and a proof against them not a tazkiyyah for them!
The beauty of these words of Shaikh Falaah show us once again we are not concerned with taqleed and blind-following of those who praise the Jam’iyyah. This is an issue knowing the Usool of the Sunnah, and of evidences and proofs - this is not an issue of taqleed! If we were people of taqleed, then it would more worthy that we make taqleed of the Four Imaams than that we make taqleed of modern times. We are supposed to be people of Sunnah and evidences.
In conclusion: we make mention of the words of Shaikhul-Allaamah Ubaid al-Jaabiree wherein he said that anyone who knows Ubaid al-Jaabiree knows that he opposes the groups and parties of hizbiyyah and siyaasah (political activism) that misguide the people. He goes on to mention that this group ‘Jam’iyah Ahlel-Hadith UK’ is not a Jamaa’ah upon the Sunnah - that they have nothing to do with Hadith and Sunnah - Their only connection to the hadith is that it happens to appear in their group’s name! He continues to say that he holds it impermissible to cooperate with this organisation or to organise events with them or participate along with them.
Yet we find the likes of Abu Usamah Dhahabi staunchly adhering to these organisations, defending them and comprising alongside them (and then he wonders what all the fuss is about!).
So after all this, we say: what is it that Abu Usamah Dhahabi is confused about exactly?! What evidences is he after exactly?
The fact that his “shaikh” Suhaib Hasan openly praises and sits with innovators and extreme soofees, such as Muhammad Adam al-Kawtharee and Yusuf al-Qardaawee?
Or the fact that Suhaib Hasan is on the European Fatwa council with Al-Qardaawee at its head, holding the role of president?
Or is it the fact that his other “shaikh” Abdul-Hadi holds that the misguided Maudoodi was a great scholar of international standing?
Or is that his “shaikh” Suhaib Hasan celebrated the Prophet’s “birthday” alongside the Tory Party and a group of Soofees?
Or is Abu Usamah unaware that Salma Yaqub, of the Socialist Party who (in her own words) “would wage a campaign against the hijaab in Saudi Arabia”, delivered a lecture in the mosque in which he himself is the khateeb, i.e. Green Lane mosque?!
Was he unaware - or is it just as he claims (and swears by Allaah) he was unaware of the fact that Waleed ibn Uqbah (radhi Allaahu ‘anhu) was a companion when he accused him of being a Faasiq! Yet on the tape where he made this evil comment, he clearly states, “There was a companion by the name of Waleed ibn Uqbah, radhi Allaahu anhu” and then continues to declare him to be a faasiq!
Or is it that Abu Usamah himself sees himself beyond the restrictions of the Salafi manhaj - so he himself participates with people of misguidance, such as those who signed the pledge to unite (with grave-worhipping soofees) upon misguidance such as lecturing alongside Haitham al-Hadaad, Abdur-Raheem Green, Tawfique Choudhury and Yasir Qadhi?
Or is it that he is unaware that his colleague (in the Jam’iyah) Usamah Hasan, the son of Suhaib Hasan - who is also a khateeb and a Ramadhaan imaam in the Jam’iat Ahlel-Hadith Masjid, Leyton in East London who states that he now rejects the taking of the texts upon their apparent (dhaahiri) meaning and regards himself to be a “soofee-wahaabi”, that muslim women do not have to cover their heads, that listening to music is halaal, that it is possible humans may have evolved from apes; that Britain is the most Islamic country in the world; that he would like to see a Turkish-style secular regime in the Islamic lands!?
Or is he unaware and ignorant of another “shaikh” of his, Bilaal Philips (whom he is constantly praising and defending), who praises Mawdoodi and Hasan al-Banna and raises them to the level of Mujadideen (revivers of the Religion) and regards anyone who criticises them like those who criticise Al-Hafidh Ibn Hajr and Imaam An-Nawawee (rahimahumullaah)!?
Or has he forgotten his own recent praise of Zakir Naik - the one who believes it is quite acceptable to call Allaah with the title Brahmah, Shiva and Vishnu!?
Is he unaware of the statements of the Scholars regarding Muhammad al-Maghraawee and his deviations, and likewise Usamah al-Qoosee - No he is not, yet he still joins them in their conferences and translates for them and brings to English speaking audience the words of those whom have been refuted by the Scholars!? And then he wonders what all the fuss is about! Instead of being alongside the evidences and proofs, he turns his attack and enmity towards the Salafis.
Or is it that all of this acceptable to you, because Shaikh Wasi’Ullaah still praises the Jam’iat Ahlel-Hadith UK? And as they claim, “we are with Shaikh Wasi’Ullaah”!!
This is taqleed in reality. And this taqleed is forbidden even for the general folk, i.e. to continue to take from a shaikh in this particular point, even after the evidences have been provided and he is shown to be incorrect in this particular matter.
So the measure is no longer what the Qur’aan and Sunnah and Salaf were upon - the new measure is “we will hold to what our shaikh has said”! This is the root of taqleed!
So now we find Abu Usamah openly attacking a group of Salafis, accusing them of hizbiyyah, extremism (ghuloo), and Hadaadiyyah - and declaring them to be ahlul-bid’ah. Why? - because they briought into the open his established public mistakes. Yet he sits in the belly of a jam’iyah known by those ulamah who have studied the evidences and have deep insight into the manhaj to be a “political group” and not a Jamaa’ah upon the Sunnah.
He defends his group, praises its heads, ignores their mistakes, and joins in their errors and throws accusations against the Salafis - and then invokes the curse of Allaah upon himself and his children, asking Allaah to make them die as jews if he does not wish to make tawbah?!
It is not forgotten by those who know Abu Usamah, how he worked and associated himself with Jami’yyah Ihyaa Turaath of Kuwait for years, knowing full-well from the scholars that this was a deviated and partisan group. Till this day he continues to praise and translate for its speakers, even attempting recently to use them in his claim to make “rectification” with the Salafis! How does he expect to make rectification with the Salafis by using speakers who belong to Jam’iyyah Ihyaa Turaath?!
Or has he also forgotten the statements of Shaikh Al-Albaanee, Shaikh Rabee’, Shaikh Ahmad an-Najmee, Shaikh Muhammad ibn Haadee, Shaikh Ubaid Al-Jaabiree, Shaikh Muqbil ibn Haadee (in fact over 150 scholars) all warning against this group? Yet he wants to make ‘islaah’ with the Salafis by the use of this group! Is he real?
So we do not want to hear his claims to tawbah. A mere claim means nothing - he has been claiming for years with the mantra, “By Allaah, I want to make tawbah. May my children die as Jews! I want to make tawbah!” Yet he has not embarked upon this tawbah. His contradictions, deceptions and deeds belie his claim.
And IF he makes tawbah, it must be as clear as the sun in the sky with no ambiguities - he should take the evidences from the scholars and stop thinking he is a mujtahid who has valid opinions along with the Scholars, he has no such ability and he has not right to scholarship. He must seek the forgiveness of those who have tried to correct him over the years, to whom he has shown so much enmity and venemous hatred.
He should seek the forgiveness of those Shaikhs he has spoken ill of such as Shaikh Rabee’ and likewise Shaikh Ubaid (against whom he has made nasty insinuations); he must leave his association with the groups, individuals and organizations of misguidance; he should declare his freedom from those deviants he has been defending for years.
Then after that he should stop talking and lecturing. And then learn the usool and manhaj - sit with those who know; abandon the people of innovation and hizbiyyah, do not keep company with them, don’t make excuses for them - just be silent and listen. It is not the case, and nor the way of the Salaf, that one is a caller to misguidance one day, and then he becomes the greatest caller to Sunnah the following morning! No, Wallaahi, no! He will again become an evenue to misguidance. This is not the Salafi way. Learn the truth, learn the aqeedah, learn the usool and then act.

Two Da’wahs… and what a great rift between them

- The Da’wah Sharee’ah [1] has its basis in the Book and the Sunnah, and its starting point is love for Allaah and desire for His Jannah (Paradise) and fear of His (Hell)Fire, and the way which the Prophet (sallallaahu alayhi wa sallam) and his Companions (radiAllaahu anhuma) were upon. Its end result is with Allaah, “Verily, you do not guide those whom you love, but Allaah guides whomever He wills.” [2]
The da’wah Siyaasiyyah (the political da’wah) [3] has its basis in politics, its starting point is ideological, and its means are the party and the organization and the jamaa’ah, and its end result is planned and designed.
- Ad-Da’wah ash-Sharee’ah seeks to unite the Ummah upon the foundations of the belief which the Prophet (Sallallaahu ‘alayhi wasallam) and his Companions embodied by the saying of Allaah the Exalted: “And hold on to the Rope of Allaah all of you together and do not divide amongst yourselves.” [4]
Ad-Da’wah as-Siyaasiyyah seeks to struggle for the promotion of parties (ahzaab) in the Muslim country to secure for itself a seat amongst the ranks of the [other] parties of the state. And they read the saying of Al-Haqq [Allaah], the Exalted: “And be not like those who divided and differed among themselves after the clear proofs had come to them. It is they for whom there is a terrible punishment.” [5]
And His saying, Exalted is He:
“But they have broken their religion into sects, each group rejoicing in what it has.” [6]
- Ad-Da’wah ash-Sharee’ah criticizes by sincere advice, by eloquence and wisdom and handsome admonition, complying with the principles of the Sharee’ah.
Ad-Da’wah as-Siyaasiyyah criticizes by open demonstrations, sit-ins and strikes, and through rousing the (people in the) street under the pretense of islaah (rectification) .
- Ad-Da’wah ash-Sharee’ah is concerned with the guidance of mankind to obedience to Allaah and adherence to His law(shar ‘).
Ad-Da’wah as-Siyaasiyyah is concerned with the achievement of appeasing the people through success in elections, and then exerting pressure on the government to meet their partisan demands, the most important of which is their reaching power (in the government).
- Ad-Da’wah ash-Sharee’ah looks to the Muslim for what is apparent, and that verily he is from among the Muslims, and you address him with the name of Islaam.
Ad-Da’wah as-Siyaasiyyah looks to the Muslim for what is of benefit to the party (hizb) and the organization, so perhaps this is often the cause of their saying: “so and so is a secularist”, “so and so is a liberal”, “un-islaamic” , and so on.
- Ad-Da’wah ash-Sharee’ah, its leaders are the `Ulamaa ar-Rabbaaniyoon [7] recognized for their leadership and protection [of the Ummah], like : al-`Allaamah Muhammad Naasiruddeen al-Albaanee, al-`Allaamah `Abdul-`Azeez bin Baaz and al-`Allaamah Muhammad bin Saalih al-’Uthaymeen ý may Allaah have mercy upon them all -, so verily from them was an effect on hearts of the common Muslims and the students of knowledge.
Ad-Da’wah as-Siyaasiyyah, its leaders are the politicians. They have no connection to knowledge, and they don’t have an effect on the hearts of the common Muslims, verily their effect is on the members of the Hizb (party) and the organization only.
- Ad-Da’wah ash-Sharee’ah calls them to believe and work in the da’wah to earn Allaah’s Pleasure, and not on the basis of gaining status and prestige.
Ad-Da’wah as-Siyaasiyyah, some of its call is their making an affiliation to the hizb (party) a means to achievement, so it is their means for obtaining position and status.
- Ad-Da’wah ash-Sharee’ah, its callers spend from their own wealth, as embodied in the saying of the Prophet (Sallallaahu ‘alayhi wasallam) “And do not ask the people for anything” [8], and by that they are also in agreement with the Prophets (Sallallaahu ‘alayhi wasallam) saying: “The upper hand is better than the lower hand.” [9]
Ad-Da’wah as-Siyaasiyyah , its collection boxes and bank allotments and asking of the people is their constant, inseparable characteristic. Indeed it is from their most apparent traits. And they believe that these financial resources are a mainstay of their da’wah and their activities.
- The people of Ad-Da’wah ash-Sharee’ah, their manhaj (methodology) is clear for them, so there is no secrecy and no covertness, so they are “upon al-Baydaa’ (a clear proof), its night is like its day (in clarity).” [10]
Ad-Da’wah as-Siyaasiyyah, their manhaj is secrecy and obscurity, and devoid of clarity in those matters that it is obligatory to make clear.
- Ad-Da’wah ash-Sharee’ah, its positions are fixed and clear, and even if it differs with most of mankind.
Ad-Da’wah as-Siyaasiyyah, its positions change, so what was correct yesterday perhaps will be wrong today, and what was wrong today could be correct tomorrow, and so on.
- Ad-Da’wah ash-Sharee’ah derives the steps of islaah (rectification) through the legislative texts [i.e. the Qur’aan and authentic Sunnah], and even if this rectification wasn’t achieved, so verily he (Sallallaahu ‘alayhi wasallam) said: ” And a Prophet will come and there will not be anyone with him” [11]- meaning a Prophet from among the Prophets of Allaah will come on Yawm al-Qiyaamah (the Day of Resurrection) and not one person believed in him, and he didn’t change the condition of any one from the individuals of his society which he was sent amongst, so this Prophet (Sallallaahu ‘alayhi wasallam) called to rectification, and no one from his people answered him.
Ad-Da’wah as-Siyaasiyyah derives the steps of islaah through achievement of forming the political decision, and through “the aim justifies the means”.
- Ad-Da’wah ash-Sharee’ah, its flags and signs are known by their scholastic efforts through exerting themselves to spread the correct `Aqeedah and the Sunnah.
Ad-Da’wah as-Siyaasiyyah, its flags and signs are manifest and known by the virtues of the Jamaa’ah and the Hizb and its wealth and its influence, so if you go back in your memory through history, you know that its leaders who were well known, they didn’t reach the position which they reached except through the Jamaa’ah, the Hizb, and its wealth. I will give you an example to make clear the difference between the true flags of al-Haqq (the truth) and other than them:
So al-`Allaamah Naasiruddeen al-Albaanee, verily love of him is fixed firmly in the hearts of al-`Aalaameen, and his leadership in `uloomud-Deen (the sciences of the Religion) is firmly established through his strength and steadfastness in sharee’ (legislated) knowledge. And there was no charity to publish his books, and no committee to pay for his expenses, no organization to sponsor his residency visa, and no hizb which promotes his efforts, nor media to publish his essays and show his pictures. On the contrary, his establishment in knowledge was his sign, so he was able to face the nations and the people with his knowledge and understanding, without any organization or leader, and no support except through the Tawfeeq of Allaah. Therefore it was his knowledge which made his leadership a duty upon him in all areas. Noble reader, the saying goes:
“And with its opposite, things are made known.”

[TN]: The narrations that show that the way of Ahlus-Sunnah is not asking the people for their filth (their sadaqaat) are many and clear. So those who ascribe themselves to the way of the Salaf and want to call to the Haqq, they do not establish their da’wah upon asking for the peoples money. Rather they establish their da’wah upon hard work and spending upon their da’wah from their own pockets. And Shaykh Ahmad as-Subay’ee explains, you will not find even one athar (narration) from the Companions, nor the Taabi’een, nor the Atbaa’ut-Taabi’ een, nor those who followed after them where they stood up in the masjid to ask the people for their sadaqaat ý not one! And if this had been their way and their guidance, they would have done it. And from those matters which distinguish the Da’watus-Salafiyyah from all the other da’waat is that we take the understanding of the Book and the Sunnah from these aathaar (narrations) from the Salaf of this Ummah, contrary to the political groups and parties.

Lectures from the Recent Unity Conference in NJ:
Inshaa` Allaah, we will be presenting the lectures delivered at the recent Unity conference held at Masjidul-Bayaan, Asbury Park NJ. The first lecture is presented by brother Aadam Lazarus, a recent graduate of the Islaamic University in al-Madeenah.
The Unity of Ahlus-Sunnah in their Position Against Ahlul-Bid’ah - Our brother, Aboo Ramlah Aadam Lazarus bases this reminder upon a lecture delivered by Shaykh Rabee’ Ibn Haadee entitled, “The Correct Position Against the People of Innovation.” The speaker first defines who are the people of Sunnah and who are the people of Bid’ah (innovation), then he speaks about some of the Salafee brothers who are negligent in dealing with the people of bid’ah and who are put off when topics of manhaj are discussed. Towards the end, the speaker brings more benefits from the speech of Shaykh Muhammad Ibn Haadee al-Madkhalee, such as the claim that refutation of the people of bid’ah must come from a Scholar only and other doubts.

An important session considering that we live in a era of multiple groups and parties, all claiming to be upon the Sunnah, some upon separate paths, others supposedly cooperating in the name of ‘unity’ yet completely divided in their beliefs and aspirations, desiring to unite people upon falsehood, agreeing to be silent about deviation, hizbiyyah and utter opposition to the pure Islaamic ‘Aqeedah, all disguised by the pure and beautiful term of ‘Islamic Unity.’

Class 10 of 12 from the ‘Aqeedah Course of the 2007 Summer Islaamic Courses in Toronto, Canada (available Autumn ‘07 insha’Allaah).
The ‘Aqeedah course is based upon the ‘haa’iyyah’ peom of Ibn Abee Daawood. The tenth sitting focused on the final three verses of the 33 lines of outstanding poetry:
(31) And keep yourself from the opinions of people and their stances,
Since the stance of the Messenger of Allaah is more befitting and easier on one’s chest.
(32) And do not be from those who play games with their religion,
Attacking the people of hadeeth and reviling them.
(33) If you keep this belief all your life, O holder of this (poem),
You will be upon goodness, day and night.
Allaah says,
O you who believe! Obey Allaah and obey the Messenger (Muhammad – sallallaahu ‘alayhi wa sallam), and those of you (Muslims) who are in authority. (And) if you differ in anything amongst yourselves, refer it to Allaah and His Messenger (sallallaahu ‘alayhi wa sallam), if you believe in Allaah and in the Last Day. That is better and more suitable for final determination.
(Soratun-Nisaa’, 4:59)
“…We have been given guidance, a directive from our Lord, then return it back to Allaah, meaning refer back to the book of Allaah, the Qur’aan, and also the Rasool (the Prophet – sallaallaahu ‘alayhi wa sallam) and this is done one of two ways:
1) During the lifetime of the prophet (sallaallaahu ‘alayhi wa sallam), they (the sahaabah) would return to him personally.
2) And after his death (sallaallaahu ‘alayhi wa sallam), it is done by returning back to his Sunnah.
…And the prophet (sallaallaahu ‘alayhi wa sallam) further told us what to do when the people differ, “And whoever lives upon you long will experience many affairs of differing, so upon you is to hold to my sunnah and the sunnah of the khulafaa’ ar-rashideen (the rightly guided caliphs).” [Ahmad (4/126), Ibn Maajah (no. 43), al-Haakim (1/96) and others - Hasan]
You find the prophet (sallaallaahu ‘alayhi wa sallam) ordering us how to behave after his death specifically. ‘Whoever lives after me is going to experience differing’ knowing that He was upon revelation from Allaah, if it was obligatory in our deen, after the death of the Prophet (sallaallaahu ‘alayhi wa sallam) to hold tight to one of the four well known madhaabs, then he would have told us to do that…if it was from the khayr that Allaah wanted for this ummah, and it was something to the degree some people make it out to be, that after choosing Islaam, your next choice is to pick out one of the four madhaabs, this is how they introduce Islaam to some people…you’re a muslim and now you have to choose your denomination, you have to be hanbalee, shafi’ee, maalikee or hanafee. If that were the case, then the Messenger (sallaallaahu ‘alayhi wa sallam) as the Companions used to say, ‘there is no khayr coming after the prophet (sallaallaahu ‘alayhi wa sallam) important for this Ummah except that the prophet (sallaallaahu ‘alayhi wa sallam) showed it to us’, how can it e such a big decision upon every muslim for the last 1200 years and the Prophet (sallaallaahu ‘alayhi wa sallam) didn’t speak about it?”
The Prophet (sallaallaahu ‘alayhi wa sallam) also mentioned,
“’I am leaving you with something, that if you hold tightly to it, you will never go astray after me, the book of Allaah and my Sunnah’ so it is not permissible ever for a person to hold to statements he desires, or to take positions on issues in Islaam based on his whims, what is convenient for him, what his cravings like and what is more suitable for him. Rather he holds to what he believes to be the order of Allaah, what Allaah wants from him found in the book of Allaah and what has been authentically narrated from the Prophet (sallaallaahu ‘alayhi wa sallam).”
Is Differing a Mercy?
“Ikhtilaaf is not a rahmah, when one person claims that an issue is halaal and another comes and claims it is haraam, this is not the rahmah of Allaah, rather the rahmah is in the Sunnah and holding to unity and holding to what is correct from the book and the Sunnah and being united upon what is correct…and it is not division and separating in to opinions that oppose each other and clash, this is division and this is prohibited…”

[Q1]: What about the differing of the sahaabah and their specific conflicts?
[Q2]: You spoke about the hadeeth of the prophet (sallaallaahu ‘alayhi wa sallam) that we have to be from one of those sects…isn’t the idea of forming a sect something we are supposed to do, and if we did that and gave ourselves the name ’salafees’, how do we understand that in light of the lecture you have given?

Informing The Authorities Of Terrorist Plots.

The Salafi position regarding those who incite or plan terrorist acts such as suicide, kidnap or bombings is that Muslims should inform the authorities of their activities. This is regardless of whether these acts are perpetrated in Muslim or non-Muslim countries. Muslim communities must be at the forefront of stamping out these non-Islamic acts that are done falsely in the name of Islam. The Messenger of Allaah stated: “Whoever sees an evil, let him change it with his hand. If he is not able to do that, then let him change it with his tongue [by speaking]. And if he is not able to do that, then let him [hate it] with his heart, and that is the weakest of faith.” (Reported by Muslim)
The Scholars have stated that forbidding with the hand is done by the governments and the authorities, so they hold and punish and imprison the evil doers. If they withhold from this duty, it does NOT fall into the hands of the citizens to take the law into their own hands. Rather they remain patient. As for speaking against the evil in terms of refuting the false ideologies, then that it for the scholars and the people of knowledge, not for ignorant, and there has never been a time in the history of Islam, except that the scholars have spoken out against evil ideologies and doctrines as a safeguard for Islam, and this will not stop up until the final Hour is established. As for the general person then he forbids only in accordance to his knowledge and ability in line with the rulings of the true scholars of the Sunnah based upon the Qur’aan and the Sunnah. As for hating with the heart, then this for the one who recognizes evil, but does not have the knowledge nor the ability to speak against this, so he distances himself from it and keeps away from it. So as it relates to the terrorists, then it is known by the one possessing knowledge as well as the one who is devoid of it, that these acts are evil and condemned by the Muslim scholars based upon the texts of the Qur’aan and authentic Sunnah. So both, the one possessing knowledge and the general person, informs the authorities of those that incite or plan terrorist acts.
And this is from the aspect of forbidding evil and thereby earning the reward of Allaah, the Most High. Indeed it is a distinguishing trait of this nation that they enjoin the good and forbid the evil. Allaah states, “Let there rise from amongst you a group that call to good and they enjoin the good and forbid the evil. And indeed they are the successful.” (Qur’aan 3:104) Indeed nations that came before were cursed upon the tongues of the Prophets due to them not forbidding the evil when it appeared. Allaah, the Most High, states, “Those amongst the Children of Israel were cursed by the tongue of Dawood (David) and Eesaa the son of Maryam (Jesus son of Mary), because they used to transgress the bounds. They used not to forbid one another from evil which they committed…” (Qur’aan 5:78-79).
So Muslims should take heed from this great verse. Additionally the Messenger of Allaah (salallaahu alaihi wassallam) stated: “There are not a people amongst whom sins are committed, and they are stronger than those who commit them yet they do not prevent them, except that Allaah sends His punishment upon them all.” (See Tashabbuhul-Khasees of adh-Dhahabee, and the hadeeth is authentic) Another reason why these terrorists and their ideology must be stamped out is due to the fact that they are innovators who have attributed to Islaam, that which is Islam is free of, and it is impermissible to accommodate them or defend them or protect them, due to the statement of the Prophet (salallaahu alaihi wassallam), “Whoever innovates or accommodates an innovator, then upon him is the curse of Allaah, His Angels and the whole of mankind.” (Reported by Bukhaaree and Muslim). And there is not a shadow of a doubt from an Islamic perspective, that these terrorist ideologies are innovations and these perpetrators are innovators, and it is not permissible to protect them or give them refuge.
One can recognize the ideology of the these evil doers from certain matters that their lectures and discussions always revolve around, from them is that they always call for rebellion and revolution in the Muslim lands and against the Muslim rulers; they declare the Muslim rulers and those who work in the apparatus of government to be apostates and unbelievers; they praise the suicide bombers and terrorists and insurgencies in Iraaq, Palestine and other places and continually justify their actions; they may praise the bombings of 9/11 in New York, 7th July bombings in London or the Madrid bombings. These discussions of theirs may not necessitate that they themselves will organize or carry out terrorist acts but this speech of theirs incites others towards violence. Remember it only takes two or three young men (or women) who have been affected to go out and wreak havoc. The Messenger of Allaah (salallaahu alaihi wassallam), mentioned these renegades (known as the Khawarij) in a narration, “If I am alive when they appear, I will slaughter them with the slaughtering of Aad.” And Aad was a tribe mentioned in the Qur’aan that was punished by Allaah for their evils and transgressions. He also stated, “They are the worst of Allaah’s creation under the sky.” There are many, many other narrations of the Prophet and his Companions describing them, to the extent that Shaikhul-Islaam Ibn Taymiyyah and Imaam an-Nawawee, two great scholars of the middle ages, stated the consensus of the great Scholars of the Salaf and Sunnah that these renegades must be prevented and fought against. In fact Shaikhul-Islaam Ibn Taymiyyah (died 728 AH) stated that the Khawaarij are more harmful to Islaam and the Muslims than the Jews and the Christians. And this is due to the fact that these Jihaadis, Takfeeris and terrorists are a cancer within the ranks of the Muslims, destroying the purity of the Religion from within.
So when one looks at the activities of these people such as the killing of men, women and children, Muslim and non-Muslim alike, one sees that they are indiscriminate in their murderous acts. After what has been mentioned above one can see why the Scholars of this noble and blessed Salafi da’wah have issued verdicts calling people to inform the authorities if they know of anyone inciting or planning terrorist acts.
There is NO doubt that those make a link between terrorism and what they term as ‘The Wahhaabis’, intending by that the Salafis, have made a mythical link based upon fallacies and falsehood. The great Scholar Muhammad Ibn ‘Abdul-Wahhaab (died 1206AH), after whom his adversaries invented the derogatory term ‘Wahhaabi’ for anyone who studied his works - then this Scholar was the most fervent in his opposition to deviation and deviant ideologies. Rather the Salafis, whom the opposers term as Wahhaabis, have been at the forefront of combating the takfeeri, Jihaadi and Khariji ideologies, for decades. And this refutation of the Salafi scholars upon these groups was not just a mere response to modern-day events but rather a religious obligation upon them regardless of prevailing circumstances.
So Syed Qutb, the father and reference point of the modern-day Jihadist-terrorist movements, was refuted by the Salafi Scholars for his call to assassinations and violent revolution decades ago and again in the early nineties by the likes of the Salafi scholars such as Shaikh Bin Baaz, Shaikh Bin Uthaimeen and especially in great detail by Shaikh Rabee bin Haadee al-Madkhalee who authored several books in exposition of Syed Qutb. Shaikh Bin Baaz warned and exposed the evil doctrine of Usamah bin Laden back in the early nineties, whilst the Islamic political groups were in praise of him. Sayyid Abul Ala Maududi is another reference point for the modern day violent politically motivated groups, yet the Salafi Scholars such as Shaikh Rabee al-Madkhali, Shaikh Ubaid al-Jaabiree, Shaikh Hammaad al-Ansaaree exposed his errors and warned against his approach. Another example is the warning of the Salafi Yemeni Scholar Muqbil bin Haadee against the HAMAS of Palestine whilst the latter were supporting terrorist attacks on civilian buses in Israel. We also have the Scholarly Salafi stance against Hizbollah of south Lebanon and former leader of Iran, Khomeini such as the statements of Shaikh Bin Baz, Shaikh Bin Uthaimin, Shaikh Ahmad an-Najmi and others. Shaikh Ibn Uthaimeen in his now published explanation of ‘Riyaadhus-Saaliheen’ well over fifteen years ago showed his clear abhorrence at the suicide bombings in Palestine. So this is the clarity with which the Salafis speak and have always spoken. Over a thousand years of Salafi authorship, from the time of the disciples of the Prophet until this day, the Scholars of Sunnah and Salafiyyah have been refuting the false ideologies, whether extremist or negligent - Whereas the people of deviation will respond based upon political expediency, but the underlying ideology in support of revolution and suicide attacks remains. How is it possible to be straddle both sides of the fence in this issue, whilst the Qur’aan and Sunnah is so clear upon them?
What is astonishing is that these same people accuse the Salafis, whom they call Wahhaabis, of being responsible for these false extremist ideologies. It reminds us of the lines of poetry: “She accused me of the illness she possessed, and then slipped way!”

{{ Questioner: As salaamu alaikum wa rahmatu ALLAH wa barakatahu; is it correct to apply the term Shaikh to everyone from amongst the people. Especially since this term has become widely used, so we hope for some clarity in this.
Shaikh Ibn al-Uthaymeen: The term Shaikh in the Arabic language is not used except upon the kabeer (elder), either due to their being elder in age, or senior due to the level of knowledge they possess, or due to his wealth, and what is similar to this - and it is not applied to the sagheer (little one, i.e. little in age, knowledge, etc.) But as you have stated, it has become widespread now such that the ignorant person or the one who doesn’t know anything is called “Shaikh”, and this in my view is not befitting.
Because if you applied to this person the term “Shaikh” and he is ignorant and doesn’t know, the people will be deceived by him. And they will think he has some knowledge with him, and they will consult him for fatwas (Islamic rulings) and other than that, and a great harm will result because of this.
And many of the people-we ask ALLAH to guide us and to guide them-they don’t mind to give a fatwa if they are asked, even if they answer without knowledge. Because he thinks that if he says, “I don’t know” this will decrease his status. But in reality if the person says about that which he does not know, “I don’t know”, then that is the completeness of his status. But the souls are accustomed to want to impress others, except those whom ALLAH the Mighty and Majestic protects from this. So what I see is that the term “Shaikh” is not applied except to those that deserve it, either by his age, or by his nobility, or due to sovereignty over his people, or because of his knowledge.
And in a like fashion some of the people apply the term “Imaam” to the common Scholars, even if this Scholar is from the blind followers, they say he is an “Imaam”. And this also is not befitting, it’s befitting that the term “Imaam” should not be applied except on the one, who deserves to be an “Imaam”, and he has followers, and his statements are held in high regard amongst the Muslims.
And finally, you gave the salaams as did the brother before you when you wanted to ask a question, and this is not from the Sunnah. Because the companions, may ALLAH be pleased with them, when they wanted to present a question to the Messenger of ALLAH peace and blessings are upon him, they would not give him the salaams except for the one who was arriving at the sitting, this is the one who would give the salaams. }}

NOTE: So take heed O Muslim with regard to whom you call Shaikh. How easily people who either live in the West or come to the West are labelled with the term Shaikh - some even positively promoting themselves as Shaikhs and Imaams - yet they are unknown to the true Scholars with this term. It is not befitting that the likes of Abu Muslimah, Abu Usamamah adh-Dhahabee, Abdul-Haadi al-Omari, Omar Bakri, Abdullah Faisal, Zakir Naik, Siraj Wahhaj, Jamal Badawi, Bilal Philips, Yasir Qadhi, Hamza Yusuf, Nuh Haa Meem Keller, Abu Muntasir, Abu Aaliyah etc. be given these titles of Imaam or Shaikh or Mufti etc. None of them are qualified to receive these titles since all of them are ignorant (or feign ignorance) of the fundamentals of the Salafi da’wah and have opposed, to one degree or another, the methodology and creed of the early Salaf. We have others who ascribe to Salafiyyah, yet have no precedence except their own self-interest, they promote themselves as “Shaikhs”. Additionally, these people are sometimes portrayed as ‘Scholars’ and ‘Shaikhs’ to the general masses. So they promote themselves as being on the same level as Shaikh Al-Fawzaan, Shaikh Ahmad an-Najmee, Shaikh Abdullaah al-Ghudayaan, Shaikh Rabee’, Shaikh ‘Ubaid, etc. Some even go to the extent of belittling the true Scholars, yet never shying away from self-glorification. An example is Abu Usaamah adh-Dhahabee, referred to by his supporters in his presence as Shaikh and Imaam. He stated that Shaikh Muhammad ibn Haadee is NOT a scholar and should not be referred to as one, he is just a ’student of knowledge’. They also embarrass the institutions and universities of Saudi Arabia with their ignorance, causing the people, muslim and non-muslim alike to think that extremist and ignorant views are taught in these institutions, since some of these self-styled western “Shaikhs” are graduates. How true is statement that, ‘One bad apple spoils the whole bunch’! How many a simple person has been led astray by these individuals. Wallaahul-musta’aan.

SHAIKH ‘UBAID WARNS AGAINST CO-OPERATION WITH
MARKAZ JAM’IYAH AHLUL-HADITH UK
AND ITS HEAD ABDUL-HADI OMARI
Ash-Shaikh al-Allaamah ‘Ubaid al-Jaabiree stated:
“Know that I do not allow co-operation with any political or partisan jamaa’ah such as ‘Nadwatul-Mujaahideen’ of Kerala (in India), rather I warn against them, due to the fact that it is established with me that they are not upon the Sunnah. And from the political groups (al-jama’aat as-siyaasiyah) which I see should not be co-operated with or to come under their banner is the Jama’aah Ahlul-Hadith in Birmingham, Britain, whose head is ‘Abdul-Haadi al-’Omari - and the Jam’iyyatul-Irshaad in Indonesia, the one established by Ahmad Al-Sarkati…”
